This is AP News Minute.
A GOP-backed police reform bill has hit a roadblock in the Senate as Democrats have refused to agree to open debate as they push for greater changes in police tactics and accountability. Despite the roadblock, Senate Minority Leader Chuck Schumer says he thinks legislation could still pass the Senate.
Attorney General William Barr has agreed to testify before the House Judiciary Committee next month. The announcement comes on a day when a career federal prosecutor told House lawmakers that Roger Stone got special treatment by the Justice Department prior sentencing because of his relationship with President Trump.
A federal appeals court has decided to dismiss the criminal case against former Trump national security advisor Michael Flynn, even though Flynn already pleaded guilty of lying to federal investigators. The president reacted favorably, saying Flynn was "treated horribly by a group of very bad people."
New York, Connecticut and New Jersey will now require visitors from states with high coronavirus infection rates to quarantine for 14 days. Governor Andrew Cuomo made the announcement. A number of states are above the required threshold, including Florida, Texas and Arizona.
